Financial Assistance

County Stimulus Grant for Small Business Owners

Local small businesses, including child care programs, can now apply for a grant from the County of San Diego. Applications are available now through October 16 and businesses are urged to apply early. 

To qualify, businesses must have: 

  • 100 or fewer employees
  • Headquarters in San Diego County
  • A minimum 1-year operating history as of Feb. 14, 2020
  • Documentation of financial hardship because of COVID-19

Paycheck Protection Program deadline extended to August 8 (updated 7/07)

The Paycheck Protection Program can offer home-based child care providers with much-needed revenue to get through the pandemic. In this resource page you will find:

Pandemic-EBT application deadline extended to July 15 (updated 7/07)

Eligible students can get $365 for groceries while schools are closed. 
While schools are closed due to COVID-19, families with students who were receiving free or reduced-price breakfast and lunch at school can get up to $365 per child for groceries this summer. 
This federal nutrition benefit is called Pandemic-EBT (P-EBT) and is available for families in addition to continued grab-and-go meal services at many school sites in San Diego County.

Black Business Relief Fund (updated 6/30)

The Central San Diego Black Chamber of Commerce launched the Black Business Relief Grant to support Black-owned businesses with grants of up to $5,000. 

Qualifications: 
Any business that meets these requirements will qualify. Not all will receive a grant. 
1.    Business owner identifies as Black or African American 
2.    Business is located in and work takes place in the County of San Diego
3.    Business started before January 1, 2020

HOW TO APPLY
The application window is now open and will close August 15, 2020 at 11:59 pm. We anticipate receiving more applications than available funds. The first round of grants will begin with applications received by June 30; additional rounds will take place in July and August.

Essential Service Workers and At-Risk Populations Seeking Financial Assistance for Child Care Services (updated 4/24)

We are supporting essential workers and at-risk populations with financial assistance for child care services through June 30, 2020.

Financial Assistance is available to provide child care services to children:

  • Infant to 13 years old, and
  • 18 to 21 years old for people with documented exceptional needs.

Family eligibility and enrollment priorities include:

  1. At-risk populations including children at risk of abuse, neglect, or exploitation; children eligible through Emergency Child Care Bridge Program for Foster Children; families experiencing homelessness, or children of domestic violence survivors.
  2. Essential workers whose total family income does not exceed the current income eligibility threshold and are not able to work remotely. Both parents must be essential workers to qualify. Review list of Essential Critical Infrastructure Workers.
  3. Families with children with disabilities or special health care needs whose IEPs and IFSPs include ELC services.
  4. Essential workers listed in #2 above, whose total family income exceeds the current income eligibility threshold and are not able to work remotely.

Microgrants for Licensed Child Care Providers

Licensed Family Child Care Homes and Licensed Child Care Centers in San Diego County can now apply for micro-grants to support their businesses with funds from The San Diego COVID-19 Children’s Fund.

Wages: Funds can cover lost wages due to lower enrollment and incentivize staying open to serve essential sector personnel. Funding Amount: $575

Supplies for Licensed Family Child Care Homes and Licensed Child Care Centers: Micro-grants to help licensed child care programs stay open, provide a healthy environment for children, and cover the cost of supplies such as: cleaning supplies, utility bills, and other emergency needs. Funding Amount: $100

Food and Nutrition: Micro-grants to ensure licensed child care programs can meet the immediate needs of children in their care. Funding Amount: $100

Families continuing to work in essential service fields and those impacted by lost wages can now apply for micro-grants to support their families with funds from The San Diego COVID-19 Children’s Fund. 

Child Care Payments to Support Families: Micro-grants to support low-income essential service workers who must continue to work but lost child care, school services and/or need extended child care hours because of this crisis. Funding Amount: $575

Parent Basic Needs Support: Micro-grants to help families purchase supplies necessary to keep children healthy and safe such as: food, cleaning supplies, emergency diapers, and other emergency supplies. Funding Amount: $100

Loans for Child Care Providers - Small Business Association

Child care providers can now apply for loans from the Small Business Administration (SBA) to help keep employees on payroll and stay afloat during the COVID-19 crisis to avoid closing permanently. These Paycheck Protection Program loans will be forgiven by the SBA if a business keeps all employees on payroll for 8 weeks and uses funds to pay for payroll, rent, mortgage interest, or utilities.


Loans will be granted on a first-come, first-served basis and can be used for:
•    Payroll costs including salary (up to an annual rate of $100,000)
•    Wages
•    Employee group health care benefits, including insurance premiums
•    Retirement contributions
•    Paid sick or medical leave
•    Rent
•    Leases
•    Utilities
•    Existing interest payments on mortgages

Preview the application form and prepare payroll documentation and 2019 IRS forms (tax return or 990) for the quick application. If you have not yet filed 2019 taxes, a 2018 return can be used with complete end-of-year income, expense and asset statements.
