STRETCH at Chula Vista Elementary School District

What is STRETCH? A Safe Time for Recreation and Tutoring of Children, one of several state-funded Expanded Learning Programs (ELP) offered by the YMCA of San Diego County in partnership with the Chula Vista Elementary School District.

This free program provides structured academic, physical and social activities for Kindergarten to Grade 6 students from one of the following “Title 1” elementary school sites in Chula Vista:

This program operates immediately after school until 6:00 pm daily. However, this program does not operate when schools are closed, including intercessions, vacations and holidays.

How Are Students Selected?

All STRETCH applications will be reviewed by STRETCH staff and school personnel. Each STRETCH program has a maximum number of students that are able to be served. Students will be enrolled based on the rating system detailed below, up to the capacity for each school's program. Once the STRETCH program has reached its capacity, students not accepted for participation will be placed on a waitlist and will be accepted as space becomes available.


First priority shall go to pupils who are identified by the program as homeless youth, as defined by the federal McKinney-Vento Homeless Assistance Act (42 U.S.C. Sec. 11434a), at the time that they apply for enrollment or at any time during the school year, and to pupils who are identified by the program as being in foster care. Principals may use 10% of the number of funded slots to place additional students from families in need of STRETCH. Slots not utilized by the end of the second week of school will be forfeited. The second priority for enrollment will be based on the application rating system.

 
If the program receives more applications than the spaces available, priority for participation will be given to applications with the most points. In cases where a determination must be made between two or more applications with the same points, selection for acceptance will be based on the date of submission of the completed applications. For priority enrollment, the attendance policy will be strictly enforced. 

Application Rating System

All Students will only fall into one of the first two categories:

Student participated in the STRETCH program during the 2021-2022 school year.2 Points
OR Student was on the waitlist int eh 2021-2022 school year. 1 Point
Student with one parent/guardian currently active duty military or on military deployment.1 Point
Student has applied for STRETCH and will attend 5 days a week and for the full duration of the program.2 Points 
OR Student has applied for STRETCH and will attend half the program time, 5 days a week.1 Point

If there is a waitlist of students, they are added to the program as current students who do not meet prioritized attendance requirements are dropped.
